Formation of Competitive Products in the Field of Unmanned Aviation: Key Stages, Tasks and Factors of Public Administration

Abstract
The article is devoted to the study of the process of creating competitive industrial products in the field of unmanned aircraft systems (UAS), which in recent years has been considered as one of the key areas of technological development and national security. The research includes a systematic analysis of the stages of the life cycle of new products, starting from research and development (R&D) and ending with mass production and export. The study clarified the types of work and tasks that companies face at each stage, which made it possible to identify the key factors determining the successful transition from the development stage to the production and export stage. The proposed conceptual scheme demonstrates that the effectiveness of this transition is determined by a set of eight interrelated factors, including the state of the R&D infrastructure, the availability of government support mechanisms, the level of the innovation and financial ecosystem, as well as the development of certification and standardization mechanisms. It is emphasized that the competitiveness of UAS is formed not only due to the quality of scientific and technical solutions, but also due to a built-in management system for the processes of commercialization and scaling of production. The practical significance of the results is shown in the possibility of using the developed scheme as a methodological basis for making managerial decisions by manufacturing companies. In particular, this concerns early demand orientation from target industries and government customers, choosing the optimal form of commercialization, creating feedback processing systems and preparing for certification requirements. For government agencies, the results of the study make it possible to identify priority policy areas: the development of test sites, the formation of a regulatory framework taking into account the specifics of UAS, the stimulation of venture capital and the creation of conditions for mass production. Thus, the proposed approach provides the basis for the formation of a continuous cycle of reproduction of competitive products in the UAS industry and contributes to increasing the share of domestic solutions in both domestic and foreign markets.
