В транспортной отрасли она связана с внедрением интеллектуальных транспортных систем (ИТС), которое осуществляется в рамках национального проекта «Безопасные качественные дороги». Стратегической целью применения интеллектуальных транспортных систем является улучшение качества жизни населения за счет повышения безопасности дорожного движения, сокращения времени ожидания и задержек транспорта, снижения расхода топлива и выбросов загрязняющих веществ. Цель исследования — проанализировать отражение указанных целей применения интеллектуальных транспортных систем в действующих нормативно-правовых документах и оценить промежуточные результаты проекта по внедрению ИТС в регионах России. Показано, что в программных документах и текущих отчетах регионов предпочтение отдается количественным, а не качественным результатам проекта. В исследованиях, посвященных оценке эффектов от внедрения ИТС, как правило, оценивают отдельные ее элементы и используют различные методы анализа, наиболее распространенный и простой из которых — сравнение изучаемых показателей до и после начала использования интеллектуальных транспортных систем. В статье показана возможность реализации этого подхода для показателей безопасности дорожного движения с использованием данных официальной статистики. Показано также, что наименьшее внимание уделено цели снижения негативного воздействия транспорта на окружающую среду, в то время как это очень актуально для большинства крупных российских городов.</p></abstract><trans-abstract xml:lang="en"><p>Digitalisation is one of the Russia’s economic development priorities. In the transport sector, digitalisation means introducing intelligent transport systems (ITS) which is part of the national project «Safe Quality Roads». Improving the quality of life of the population by increasing road safety, reducing waiting times and transport delays, reducing fuel consumption and pollutant emissions are the strategic goals of ITS. The aim of the study is to analyse the reflection of these goals of intelligent transport systems in the current regulatory and legal documents and to assess the preliminary results of the ITS implementation project in the Russian regions. It is shown that programme documents and current reports of the regions give preference to quantitative rather than qualitative results of the project. Studies of ITS effects evaluate its individual elements and use various methods of analysis. The most common and simple method is the comparison of the studied indicators before and after the start of the use of intelligent transport systems. The article shows the possibility of implementing this approach for road safety indicators using official statistics data.
